In economically advanced countries the shape and the size of higher education systems
vary substantially. In some countries, access becomes almost universal whereas in others, only about one third in the corresponding age groups enrol.
All higher education systems are diversified, but formal dimensions, such as types of institutions or levels of study programmes and degrees play
different roles and informal dimensions are by no means irrelevant. In some countries, the hierarchy according to quality and reputation is steep and
in others relatively flat. Profiles of individual institutions and programmes might be striking or superficial.
This book, based on more than three decades of research, aims to show actual trends in the development of higher education systems. It describes the policy debates in an broad range of countries. Moreover, it provides an overview of varying concepts aiming to explain the dynamics of structural developments. The author shows that comparative perspectives and the search for an internationally ”best” or “most modern” solutions at times lead to convergent trends. However, specific policy options dominating and specific traditions of higher education tend to reinforce an international variety of patterns of higher education systems. This book invites readers – policy makers and practitioners in the area of higher education as well as scholars and graduate students – to look beyond the idiosyncrasies of national debates and beyond the “Zeitgeist” of currently fashionable international debates (e.g. “Bologna process”, “ranking” of “world class universities”) and to consider both persistent tensions and changing conditions underlying the extent and the kind of “diversity” opted for on individual countries.

In the face of such quickening change as higher education experiences currently it is important to look back and learn from the views and analyses previously held and provided in order to look forward. Coming from the core of higher education research, the contributions in this volume focus on changes in higher education systems around the turn of the millennium.
Higher education reforms in the recent years have gone further in the direction of a growing complexity in systems configuration. Among the features of the shift towards stronger market orientation is a mixture of convergence and differentiation. Therefore, concerns about quality and equity in the face of an increasingly vertical differentiation of higher education form one of the four major topics of this volume. Others are the question of academic capitalism in research and research training under conditions of new managerial approaches and changes in the structure of studies and degrees according to new study models. Acquisition of qualifications and competencies for transition into the labour market and their utilization in employment was and continous to be high on the agenda of higher education research and policy. The volume closes with an overarching view on global trends in higher education and formulates a historical critique.
The contributions to this book originate from a workshop held by the Centre for Research on Higher Education and Work at the University of Kassel in October 2002. The occasion was a celebration of Ulrich Teichler’s 60th birthday.

The authors of this volume address four areas of key challenges to the academic profession. What do the rising expectations to generate and disseminate relevant knowledge mean: a leap from “scholarship of discovery” to “scholarship of application” or new combinations of discovery with social, economic and cultural implications? How does internationalisation affect academics: as a step towards a cosmopolitan academic world or as localistic competition on world scale? How does the growing power of institutional management shape the academic role: Does the dependent “knowledge worker” substitute the “republic of scholars”, or is there a new space for academic freedom and responsibility? What does the expansion of graduate education mean: an extension of school-type learning towards the doctorate, or an increased chance of open discourse between senior academics and academics in their formative years? The authors addressed the challenges named both comparatively and with emphasis on the experiences from their countries?

The book provides a series of detailed analyses of graduate employment and work in comparative perspective. It draws from the survey of graduates from 11 European countries and Japan first published in H. Schomburg und U. Teichler "Higher Education and Graduate Employment and Work" (Dordrecht: Springer 2006).
In this volume, scholars from twelve countries show how transition to employment, job assignments, employment assessments of the quality of employment and work vary by the graduates’ socio-biographic and educational background. It also focuses on experiences during the course of study and competences acquired, international experience, regional background and regions of employment. It demonstrates more substantial differences of the relationships between study and subsequent employment between various countries than previous debates and analyses have suggested.

The book indicates a noteworthy variety among economically advanced countries in the competences fostered by higher education and the emphasis placed either on laying a broad basis of knowledge or direct preparation for professional tasks. While universities in some countries are strongly involved in ensuring a rapid transition from study to employment, a long period after graduation for the search of a suitable career is widespread in other countries. Graduates from some countries appreciate their study experiences though they criticize a weak preparation for their subsequent assignments, while others less satisfied with higher education in their retrospective view note a satisfying preparation for the world of work. Study often turns out useful to lead to challenging tasks even though remuneration and status remain below expectations
