Project description:

The Pact for the Afternoon (PfdN), in which the state and school authorities are jointly responsible for a reliable educational and childcare offering from 7:30 a.m. to 5:00 p.m. overall and during school vacations, is intended to support educational equity and individual support in particular - in addition to the compatibility of family and career. The prerequisite is the development of a joint educational concept between the schools and the external providers of the educational and childcare services.) Funding is provided jointly by the state and the school authorities. In the 2019/20 school year, 26 of 33 school boards in Hesse and a total of 253 elementary schools are participating in PfdN. The evaluation relates to the piloting of the PfdN: In 2015/16, the school boards in the state of Hesse had the opportunity to apply for participation in the PfdN with their schools for the first time. In the first two phases (2015/16 and 2016/17), a total of 122 schools (including two elementary levels of a special school) from 16 regions joined the PfdN, which constitute the population of the present evaluation study, which was implemented in the school years 2017/18 and 2018/19. The results were reported back to the state in the process, and thus readjustments were already made by the state in relevant areas during the evaluation.

The object of the study was to evaluate the PfdN by taking stock of current practice, experiences, satisfaction and changes perceived by the stakeholders involved as a result of the PfdN. The evaluation was based on a mixed-methods design, using document analyses as well as semi-standardized interviews with leaders and group discussions in the steering groups and at the schools. Data from school administrators, parents, teachers and pedagogical specialists were collected by means of standardized online questionnaires. The district of Hersfeld-Rotenburg, the Darmstadt-Dieburg educational region and the city of Kassel were studied in greater depth. Here, a longitudinal survey of students was conducted from grade 3 to grade 4.
