FoSS: The German continuing education system: obstacles and need for action

In spite of intensive reform efforts and national cooperation with the Department of "Political System in the Federal Republic of Germany - Statehood in Transition" at the University of Kassel, it has not yet been possible to overcome existing negative structural effects of the German continuing education system. However, the transformation of the world of work requires improved continuing education in terms of both quantity and quality in order to systematically adapt qualifications to new activities. What are the obstacles for companies, employees and jobseekers to promote and participate in continuing education? What action needs to be taken to establish further training as a necessary key to transformation?
