Project investigates how non-state actors can influence the achievement of climate protection targets

The joint project NostaClimate deals with the question of the extent to which non-state actors can contribute to achieving the emission targets of the Paris Climate Agreement. The project is coordinated by Prof. Dr. Andreas Ziegler, Department of Empirical Economics at the University of Kassel.

NostaClimate ("The relevance of non-state actors for individual climate protection activities and climate policy: A theoretical, experimental, and empirical analysis") investigates the extent to which non-state actors can influence the achievement of climate protection targets, as national laws and regulations adopted by state actors are unlikely to be sufficient to achieve the emission targets. A particular focus here is on interactions between non-state and individual actors.

Non-state actors include civil society groups (e.g. churches, non-governmental organizations), economic actors (e.g. companies) as well as subnational and local actors (e.g. municipalities). In addition to their own climate protection activities, non-state actors can increase the acceptance of climate policy and climate protection activities by private individuals. They can also monitor compliance with the climate protection targets of other non-state or state actors.

Based on the theoretical, empirical and experimental results, strategies and recommendations for action are to be derived for the various non-state actors, particularly with regard to supporting individual climate protection activities. On the other hand, recommendations for policymakers will be formulated, for example to strengthen the position of non-state actors in monitoring the climate protection activities of other actors.

The joint project is being funded by the Federal Ministry of Research and Education from November 2018 to October 2021 as part of the "Economics of Climate Change" funding priority. The budget for the University of Kassel is 408,000 euros. Further cooperation partners are the Center for European Economic Research (ZEW) Mannheim, the Fraunhofer Institute for Systems and Innovation Research ISI Karlsruhe, the University of Hamburg and the University of Münster.
