FoSS: Federal courts and judicial records in contemporary history research

The Federal Social Court and other federal courts are late in coming to terms with the continuities in terms of personnel and content: historical research projects on the federal courts have only been underway for a few years.
How did this delay come about, what problems arise today for independent research and what questions of contemporary history can an evaluation of judicial files actually contribute to answering?
