The Development Planning Department (with a total of four units for development planning and one unit each for junior academics and for strategic issues of personnel development and internationalization) advises the President's Office on all essential issues relating to the strategic positioning and development of the university. It supports the Executive Board in systematically linking strategic development, planning processes, control procedures and resource allocation and provides the necessary analyses. The Department also maintains and develops the strategic academic controlling and the corresponding reporting systems, prepares and coordinates the appointment procedures and provides the management for the central committees.

Tasks:

As Head of the Department of Development Planning, you will take over one of the four planning units (with responsibilities in particular for departments with which you have an affinity) and, together with the other units, coordinate structural, equipment, capacity and development planning for the subjects and the university's central facilities. The Department performs an interface function between the Presidential Board and the decentralized areas. When drawing up the university's development plan, you coordinate and bundle the necessary preparatory work for the discussions and decisions in the committees. You will also advise the university management on the development of strategic concepts in consultation with the departments and staff units and support their implementation with suitable management tools. You will ensure the linking of internal and external planning and management as part of the preparation and support of planning and management-relevant coordination with the state, in particular for target agreements, performance-oriented resource allocation and special programs.

Requirements:

You have successfully completed a university degree, preferably with a doctorate. You also have several years of experience in relevant positions in science management and are familiar with administrative work. You are very familiar with the scientific and political state of discussion on the methods and instruments of science and university management and the higher education and education policy framework. You have a good overview of the national and international research landscape and of the key provisions of higher education law.

You recognize trends and quality requirements in the academic system and are able to translate these into strategy and implementation concepts. You have excellent analytical thinking and judgment as well as outstanding conceptual skills. You are also characterized by your ability to express yourself in writing and your strong communication skills. These will enable you to present planning concepts and submissions to committees and specialist departments in a manner appropriate to the target audience. Your working style is characterized by a high degree of stringency, a sense of responsibility and - where necessary - perseverance and sensitivity to university policy. A very good command of English is required. A solution-oriented and cooperative way of working, even under time pressure, as well as experience in leading teams and proven leadership potential are essential.
