Recommendations for updating local transport plans

In 1995 and 2002, the state of Hesse issued recommendations through Hessen Mobil for the preparation and updating of local transport plans. A lot has happened since then, both legally and against the background of global trends and current challenges. In order to provide the authorities responsible for the organization of local public transport with practical, up-to-date assistance, the NVP recommendations have been fundamentally revised by Hessen Mobil together with the transport planning office plan:mobil and the University of Kassel, Department of Transport Planning and Transport Systems. The recommendations thus also contribute to a uniform and high-quality standard for NVPs in Hesse.

The NVP recommendations focus less on the individual technical aspects of public transport and more on the actual creation process. This was seen as an important building block in the subsequent successful implementation of public transport projects. In particular, the step-by-step approach in a public transport plan process, i.e. from the abstract mission statement to quality standards and a dedicated analysis of deficiencies to the concrete project, is of great importance for the successful implementation of public transport services. For this reason, the recommendations also include practice-oriented checklists, key questions and decision-making aids for processing and preparing a local transport plan.

The team, headed by Prof. Dr. Carsten Sommer, has thus made an important contribution to the further development of future public transport in Hesse.
