Prof. Dr. Caroline Fischer began her academic career in 2007 at the Technical University of Dresden, where she studied Political Science and Communication Science at the bachelor's level. During her master's studies at the University of Potsdam, she began to focus on a specific aspect of the political system: public administration. She then completed her doctorate between 2016 and 2020 at the Chair of Public and Nonprofit Management at the University of Potsdam, with a dissertation on knowledge management in public organizations. In 2021, Caroline Fischer moved to the University of Twente in the Netherlands as a Junior Professor of Public Administration and Digital Transformation. Since 2025, she has been a Professor of Public Administration and Management at the University of Kassel.
Her research focuses on micro-level dynamics within public administration, with an emphasis on motivation, values, attitudes, and behavior of public sector employees and citizens. She is particularly interested in topics such as error culture, risk and crisis management, learning in (public) organizations, human resource management in the public sector, and technological developments in administration.
