The General Data Protection Regulation is far too abstract for many typical application situations and therefore provokes legal uncertainty and an investment backlog. It does not meet any of the challenges posed by modern information technology and thus creates gaps in protection.

The recurring evaluations of the regulation can help to eliminate deficiencies and bring about an evolution of EU data protection law. Unfortunately, the European Commission missed this opportunity in 2020 and disappointed with its own evaluation report.

After two years of experience with the General Data Protection Regulation, this book conducts an evaluation from the consumer's point of view and presents 33 simple and concrete proposals to improve its text in order to better achieve its goals. Alongside this, it discusses conceptual weaknesses of the regulation and develops proposals for solutions that fulfill its protective mandate.
