This project aims at developing a formal model for the dynamics of multiple competition in the higher education system. The model is taken from dynamic industrial economics (industrial dynamics) and adapted to the conditions of the (essentially public) higher education sector. From this model, we will derive hypotheses on the dynamics which we test empirically with regard to the position and constitution of competitive actors in this sector. Methods of efficiency and productivity analysis will be applied in order to assess the performance of higher education institutions. The calculated productivity measures  will be used to determine the various dimensions of multiple competition among higher education institutions comprising an analysis of the relations over time.  The analysis includes an in-depth discussion of both higher education policy measures and concepts of yardstick competition.
