Health policy, together with pension and labor market policy, forms the center of the German welfare state. However, due to a variety of changes on the income and expenditure side, this policy area has been a kind of permanent construction site for many years. This is exemplified by the major health reform debates that have kept the country on tenterhooks on a regular basis. Unnoticed by the public, however, a changed order of players has also emerged in this field. In this seminar, we want to look at the difference between the old and the new order of actors in health policy, what the causes are and what consequences this has for a democratic and good quality health policy. In the first part of this course we will look at the actors, their development, objectives and structural problems; in the second part we will hold a colloquium in which we will discuss with experts from the individual fields.
