Evaluating the advance on participatory dimensions of processes to develop the EU CAP reforms throughout time

Background: Throughout time, European policy making has become more participatory. This is due not least to the legitimacy crisis of the EU but also to new means of communication and requirements as a result of regulations on Impact Assessment and information disclosure.

Aim: The aim of this thesis is therefore to evaluate the advances in participatory processes in development and operationalization of the CAP reform and its implementation in different member state. This could be addressed at the EU level but also at the level of nation-states or particular region, as for example in Germany. The question would be how and why participatory tools advanced, how they perform and what difference they make to policy outcomes.
