Ongoing processes of change in the German labor market have led to the development of various labor market-related risk groups. Particular mention should be made of the low-skilled, whose integration into the labor market has become increasingly difficult over the last few decades. Their specific problem situation results primarily from a lack of or low (formal) qualification. At the same time, other personal characteristics such as age, gender or migration background can increase the risk of labor market integration.
As the group of low-skilled workers is heterogeneous, the dissertation project will focus on one subgroup, namely young people (particularly those aged between 15 and under 25). With this selection, the primacy of sustainable labor market integration is taken into account by focusing on the transition between school, training and employment of people without (or with) a secondary general school certificate. This sub-group is already confronted with disadvantages on the labor and training market at the beginning of their employment biography, as they are considered the "losers of educational expansion" and the "secondary general school as a residual school" is discredited.
The dissertation therefore aims, on the one hand, to reflect on why the collective capacity to act of this risk group exhibits a certain "fragility", i.e. certain limitations. On the other hand, it asks how the organization and representation of the interests of the low-skilled, in particular the sub-group of "young people", is shaped by (established) labour market actors.
To this end, the questions and hypotheses (currently) guiding the research were formed:
Question 1: What patterns of action can be identified in dealing with the group of low-skilled workers among (established) labor market actors?
Question 2:How have (established) labor market actors contributed to the design of labor market institutions (and instruments) in order to achieve a change in the labor market integration of the low-skilled?
Hypothesis:Despite the marginal representation of the interests of the low-skilled by (established) labor market actors, labor market institutions and instruments aimed at improving the labor market integration of the low-skilled have emerged through the interaction of the various actors.
The methodological approach is based on three focal points, which are to be applied within the planned dissertation. These are (1.) a secondary analysis of quantitative data, which will be used in particular to trace the development of the group of low-skilled workers and to identify further framework conditions (e.g. the transitions after lower secondary level), (2.) a document analysis (including parliamentary papers, association materials) and (3.) partially standardized guided interviews (expert interviews).
