Process Model: AI Pioneers for Government

The introduction of artificial intelligence (AI) into public administration poses a major challenge, but it also holds enormous potential for increasing efficiency and optimizing processes. The “AI Pioneers” process model developed by the University of Kassel describes a systematic approach that enables administrative bodies to explore the topic of AI and successfully integrate it into their workflows. With this AI approach, the University of Kassel is continuing the strategy of administrative simplification—“Simplify and Eliminate”—pursued since 2023 to reduce the workload for academic and administrative staff.

Success Factors for Administrative Simplification

A key aspect of successfully introducing AI into public administration is changing work practices and empowering employees to use new technologies. The slogan “From Sprint to Spirit” illustrates that not only are short-term experiments with AI necessary, but long-term integration and cultural transformation must also take place.

Challenges in Introducing AI

In addition to technical implementation, legal and ethical aspects are particularly important. Solutions must comply with data protection regulations, particularly the General Data Protection Regulation (GDPR). The responsible handling of sensitive administrative data is essential to prevent misuse and data breaches. Furthermore, AI strategies must be aligned with the provisions of the European AI Act.

Pilot Groups as a Practical Approach

A central element of the “AI Pioneers” model is the use of exploratory pilot groups. These groups consist of administrative staff who test AI tools in their day-to-day work and evaluate their applicability. The pilot groups are organized and supported by the Office for Human Resources and Organizational Development.

The goal is to identify and test specific use cases to determine in which areas AI can deliver real added value. The employees acting as “pioneers” serve as change agents and share their experiences with their departments and staff units.
