Chancellor Fromm heads nationwide working group to reduce bureaucracy at universities

Reducing the administrative burden at the University of Kassel has long been a central concern of its chancellor and head of administration: Dr. Oliver Fromm will be able to promote this even more effectively at federal level in future. On 18 September 2025, the 61-year-old economist was elected Chairman of the Working Group on Debureaucratization at the 67th annual conference of the Association of Chancellors of German Universities. The university chancellors met at the TU Braunschweig for their annual conference.

Fromm was delighted with the election and the increased scope for shaping the company. He had previously held the position of Deputy Head. "Too much bureaucracy is not just an issue for companies. Universities also have to devote more and more capacity to the administration of personnel processes, infrastructural measures and, above all, the administration of third-party funding for dozens of project sponsors. The growing bureaucracy is restricting science and at the same time slowing down the potential for innovation that our society urgently needs. Especially in times of declining budgets, it is imperative that we tackle this issue and streamline, standardize or simply do away with it where it makes sense," says Fromm.

Fromm now wants to expand on the experience he gained in Kassel with the "Simplify and Omit" project in a nationwide conference with colleagues and experts. "Our aim is to bring our demands for the simplification of administrative processes and reporting to the attention of politicians and to push for their implementation." The conference entitled "Simplify and omit: Reducing bureaucracy for more freedom in science" is being jointly organized by the Association of Chancellors of German Universities with the Stifterverband and the Volkswagen Foundation. It will take place on 13/14 October 2025 in Berlin. Dr. Oliver Fromm has already written a position paper on the topic together with his fellow chancellor Dr. Christina Reinhardt from the University of Bochum. https://www.uni-kanzler.de/fileadmin/user_upload/AK_Entbuero_Jan_2025/20250313_Positionspapier_Verwaltungsvereinfachung.pdf
